Our Industrial Hygiene (IH) Services Group is a professional services firm for Asbestos and Lead Based Paint (LBP) Abatement Project Design and Project Management services. We serve clients in varying markets in the Northeast and mid-Atlantic regions. The IH group integrates with our Indoor Air Quality group to provide common, traditional Industrial Hygiene services such as chemical exposure studies, exposure risk assessments, and health/safety consulting.

Our IH Group routinely designs, manages, and monitors lead, asbestos, PCBs and other hazardous materials projects. Our clients include school districts, industrial businesses, Fortune 500 companies, state and federal governmental entities, and more! Our experienced, Certified Project Designers execute projects in accordance with state and federal environmental regulations and keep the projects running on time and within budget. We house the largest IH Team in Delaware. BATTA has the in-house capability to handle small and large industrial hygiene projects and has been providing these services since 1982.

Pre-Demolition Environmental Testing and Inspection Services

In 2016, the Maryland Stadium Authority selected a small pool of qualified firms to perform Pre-Demolition Environmental Consulting Services in residential properties across the City of Baltimore. Project C.O.R.E. is a joint City-State initiative focused on eliminating the blighting influence that abandoned, derelict and dilapidated properties are having in Baltimore City. Blight elimination is expected to enhance the quality of life in the City’s neighborhoods, promote safety, and revitalize the City by demolishing structures on the blighted properties and converting the remaining open parcels into gardens, parks, other green amenities, or redevelopment opportunities, or by stabilizing structures on the Blighted Properties to prevent further deterioration and to eliminate their overall blighting influence. The project aims to address the environmental concerns in each property before demolition in order to make way for new building throughout the City of Baltimore.

This project consists of multiple task order issued by MSA. Each task order contains multiple sites, with multiple properties per site. Each property included has unique environmental concerns and must be dealt with individually. The Scope of Work for these  properties include (but are not limited to) the following services:

a)       Phase I and Phase II Environmental Site Assessments and Pre-Demolition Hazardous Material Surveys, as well as detailed reports for each property. The reports were meant to:

  1. Identify and locate asbestos, lead and other hazardous regulated materials that may be present at the project site;
  2. Provide recommendations for disposal of asbestos, lead and other hazardous/regulated materials; and,
  3. Identify materials that could be targeted for deconstruction/salvage/recycling.

b)      Assistance in selection of Deconstruction and Demolition Contractor

c)       Daily field oversight and monitoring of abatement and remediation services

d)      Provide certification that the abatement and remediation services have been successfully completed and for providing a Notice-to-Proceed for deconstruction and demolition activities following certification of the abatement and remediation services

e)       Conduct environmental air monitoring / sampling during the demolition and debris removal

f)       Conduct geotechnical testing and inspection services

g)      Conduct water testing and inspection

h)      Provide Certified Industrial Hygienist for Project Oversight and Review of Certifications for all firms involved

Since 1989, BATTA has been contracted with DuPont Company to provide Environmental and Industrial Hygiene Services to all buildings located within a 50-mile radius of DuPont’s headquarters in Wilmington, DE including the Marshall Laboratory facility in Philadelphia and manufacturing plants in New Jersey.

BATTA maintains full-time employees at various DuPont sites to accomplish all of the services. Hazardous material surveys are done with EPA-accredited Building Inspectors who perform inspections and sampling for asbestos, lead, chromium, indoor air quality pollutants as well as other potential environmental hazards. Inspections are done prior to capital construction projects or maintenance activities or as part of an annual inspection of condition of known hazardous materials. Surveys and inspections routinely include roofing structures and components.

After surveys and inspections are completed, BATTA performs sample analysis at its in-house AIHA, NVLAP accredited facility. BATTA analyzes asbestos samples via PCM, PLM, and TEM (AHERA) methods, and has the capability to report results in less than 24-hours if needed. Lead is analyzed in air, water, and soil samples using Atomic Absorption Spectroscopy and TCLP analysis. Other heavy metals including RCRA analysis is also performed. Organic analysis is performed via GC/MS for PCBs, PAHs, and other organic compounds. Nuisance dust and surface dust (via TEM) analysis is also performed.

BATTA performs abatement oversight and air monitoring during any abatement activities at the sites. Using EPA-accredited Industrial Hygiene Technicians, BATTA performs monitoring for potential exposure to airborne asbestos, lead, total dust, and other potential environmental hazards. Technicians also perform onsite project oversight of abatement contractors for environmental compliance. Technicians employ the use of various media and sampling devices to collects samples for analysis. Technicians are also NIOSH 582 qualified to perform PCM analysis on site and BATTA has 2 separate on-site laboratories to support this need. When required, BATTA is able to support 24-hour coverage during shutdowns and maintenance activities.

Throughout its history with DuPont Company, BATTA has maintained an excellent safety record at all DuPont sites. BATTA has routinely been awarded annual Project Safety Excellence Awards for its recognition of outstanding project safety at all DuPont sites.

BATTA works as a sub-consultant for the Maryland State Highway Administration in which we provided a range of environmental investigations including Phase I and Phase II Property Site Assessments, environmental mitigation, property, groundwater quality assessment, air quality assessment for hazardous materials, engineering geologic assessments, vibration assessment and monitoring, geologic investigations, storage tank compliance, geo-hazard investigation and technical support in all phases of project delivery. Our team was chosen by the Maryland State Highway Administration to work on this project thanks to our extensive experience with the following services, which were required for the overall project:

Batta Environmental Associates, Inc. (BATTA) has been contracted with the City of Philadelphia, Department of Licenses and Inspections to conduct Pre-Demolition Asbestos Investigation Services for the City’s Neighborhood Transformation Initiative (NTI) and Curbside Projects. During the project, BATTA works under the direction of the City to provide Asbestos Investigative and Asbestos Project Inspector Services. For properties that are scheduled to be demolished and do not have an Asbestos Investigation Report (AIR), BATTA provides Asbestos Investigation Services. BATTA’s Asbestos Investigators (AI) conduct survey and sampling activities in homes throughout the City. BATTA investigates properties for suspect asbestos-containing materials and surveys properties to the fullest extent possible (depending on condition of the property). All bulk samples are then analyzed at BATTA’s in-house laboratory which is accredited and certified by the Philadelphia Department of Public Health, National Voluntary Laboratory Accreditation Program (NVLAP), and American Industrial Hygiene Association (AIHA).

After completion of Investigative activities, BATTA prepares AIR reports indicating asbestos-containing materials, quantities, and locations. All reports are forwarded to the City for use in scheduling of abatement/demolition activities. For properties with asbestos materials, BATTA maintains onsite Asbestos Project Inspector (API) presence during the abatement process. The API enforces the Philadelphia ACR and collects air quality assurance samples. Analytical reports inclusive of activities and samples results are prepared and sent to L&I for review.

BATTA Environmental has performed a variety of work for Delaware State University over the past decade. The most recent work performed consists of various environmental services at multiple locations on the University Campus. The university’s specific needs called for an extremely experienced Industrial Hygiene group in order to maintain safe facilities for students and staff. Our IH division consists of Certified Industrial Hygienists, Environmental Engineers, and Air Quality Specialists with the expertise necessary to handle even the most complicated of environmental issues. BATTA Environmental has worked closely with the Delaware Department of Transportation for many years. Currently, the BATTA team is assisting DelDOT with asbestos management services at various locations throughout the state. DelDOT requires these services in support of their right-of-way acquisition and demolition of numerous properties for the construction of new roads. The contract extends three years and requires a number of different services. Our BATTA Project Managers are on call 24/7 in order to facilitate sampling, testing, design, and abatement monitoring. Specifically, the BATTA team will oversee the completion of the following tasks:

The BATTA team works as a sub-consultant at the Philadelphia Airport System in which we provide comprehensive environmental services in support of various airport renovations and acquisitions. BATTA provides all personnel and equipment necessary to complete the extensive environmental work required for the renovations. BATTA Environmental recently completed work for the Veteran’s Administration Medical Center in Washington, DC. The BATTA team served as the environmental consultant for the work being done in the VA facilities. BATTA provided CIH, Asbestos Air monitoring and laboratory services. The scope of work included asbestos assessments, surveys, testing, project management and owner’s representation for the management of asbestos containing materials. Our team provided all supervision, materials, tools, labor, and services as need for a completed Asbestos Re-Inspection as described in the scope of work presented by the VA. BATTA was excited to be a part of this project, and be given an opportunity to help maintain the overall health and safety of the Veteran’s that utilize this facility, and have served our great nation.

BATTA has recently completed a Program Development Study (PDS) to provide Asbestos-containing materials (ACM) abatement in the various spaces above ceilings (plenum space) at the Howard T. Markey National Courts Building. The ACM abatement is required to facilitate the removal and replacement of Reheat Coils and Reheat Water Piping Mains which are also part of the overall project. The PDS for the Design and Construction program was needed to implement and fulfill the project objectives and requirements. The PDS firmly established the project’s design program, implementation strategy, construction phasing plan, procurement strategy, and budget.

The PDS was commissioned to provide details on Design Programming, Implementation Plan, and Cost Estimating for the proposed project in a fully-occupied and active building. The Design Programming was to determine requirements to implement the project scope and objectives. As part of the Design Programming, site inspections, data gathering, and tenant agency correspondence were completed to understand, confirm, and establish the critical features and key functional issues. Site inspections included Environmental, Industrial Hygiene, Mechanical, Electrical, and Fire Protection. Implementation Planning was completed to evaluate all implementation issues and procedures to implement the project scope, objectives, and requirements. Critical coordination issues and construction phasing concerns were identified and studied as part of the PDS. Considering the construction and asbestos abatement would take place in an occupied building, phasing and occupant-sensitivity was of utmost issue.

Details were included on Special Considerations and Programming Issues that are vital to the success of future Design and Construction. The 100% submission provided a fully developed Design Methodology and Implementation Strategy for phased construction that seeks to account for all Stakeholder concerns and requests. Cost estimating was prepared as part of the PDS. All estimates were prepared to adhere to Project Estimating Requirements – Jan 2007 (GSA-PBS P-120).
